Jammu and Kashmir Nursing Council: The Jammu and Kashmir Paramedical and Nursing Council developed after sustained efforts were put in by a group of nursing professionals in the year 1995. The members who worked as a committee in close conduct with the Health Minister of Jammu and Kashmir. In the year 1997, the bill got passed and in the year 2001, the Delhi Nursing Council Act, 1997, Act No. 3 of 1999 along with rules, was notified on June 11, 2001.

The J&K Medical Council is in effect since 1973. However, the council got several amendments. Since then, it is catering to the development of human resources at an appropriate level with the right kind of attitude, knowledge, and skill to provide optimum nursing care to the needy. It is the best form of investment for health care delivery. In August 2001 the constitution of the Jammu and Kashmir Nursing Council was published and May 17, 2002. The Health Minister of Govt. Jammu and Kashmir inaugurated the council.

Jammu and Kashmir Nursing Council

The Jammu and Kashmir Nursing Council is evolving rapidly to provide quality nursing training to the candidates. Nursing education is the foundation stone to improve the efficiency & quality of nursing care services. Because a well-prepared nurse is an asset for the delivery of comprehensive quality nursing care in collaboration with other members of the health team. Without nurses, the speciality & super-speciality hospitals shall just be ivory towers. It is the human therapeutic touch of nurses that facilitates healing with medicine & surgery. To teach this therapeutic nursing skill, nurses need a standard nursing education. At par with other states in India, J&K State Paramedical and Nursing Council, GMC Srinagar is in the developing stage in raising the standard of Nursing Education.

J&K Nurses Council Details

  • Prior to the Independence of India, Nursing Education in J & K, as in other parts of India, was rather on-the-job training in hospitals & clinics, without any prescribed curriculum.
  • Attempts in the standardization were initiated by leaders both from the Nursing & Medical professions.
  • The Indian Nursing Council (INO Act, 1947) enacted at the center in order to establish a uniform standard of training for nurses throughout the country.
  • The J&K Medical Council regulates all kinds of medical education in the state. However, the nursing and paramedical courses are under the control of the state nursing council.

Jammu Nurses Council Functions

The J&K State Paramedical and Nursing Council is responsible for the course curriculum and registration of the nurses. The council holds the power to decide the methodology of nursing education in the state. Apart from the course and registration of nurses, it also considers the ethics of nursing practice in the state. Now, let us look at some core Functions of the State Medical Council, Srinagar.   • Providing a database of available practicing nurses in the state of Jammu and Kashmir / All over India.

  • To serve as an agency to develop nursing staffing norms, recruitment policy, pay & remuneration, and any other nursing-related policies.

Nursing Courses in Jammu

The Government Medical College, Jammu GMC Jammu offers various nursing and paramedical colleges. The institute has recognition from the state nursing council. In J&K State, a nurse, as in other parts of the country, is defined as a person who has completed a program of basic nursing education (diploma or degree), is qualified, and is authorized to practice nursing. The J & K Paramedical Council GMC Srinagar is the government college that offers nursing training programs. Government Medical College (GMC), Srinagar, one of the oldest medical colleges in north India and the first one in the Jammu & Kashmir (J & K) State is currently in its 54th year of birth. It has a leading role in contributing a major portion of healthcare manpower to the J&K State.

Nursing in J&K state is still in the developing stage. This JK Paramedical Council Jammu has two AMT (Ancillary Medical Training) schools: one in Jammu and the other in Kashmir. They provide diploma in nursing besides other short-term technical courses. ANM schools at the district level are also given sanction under the GMC Jammu and Kashmir. Jammu Nursing Council Changes

The Sheri-Kashmir Institute of Medical Sciences was commissioned in 1982, to provide specialty & super specialty care to the citizens of J&K State. The JK Medical Council recognizes the Institute besides providing tertiary health care services also started academic programs in various health care disciplines including nursing. Initially, it started nursing education in 1977 by sponsoring four candidates to College of Nursing P.G.1 Chandigarh for Basic B.Sc Nursing and was followed by sending 11 candidates, 6 to the college of Nursing P.G.I. Chandigarh and 5 to R.A.K College of Nursing N.Delhi in 1978. 75 candidates were also sponsored for diploma nursing at College of Nursing P.G.I Chandigarh during March 1978 for preparing them as staff nurses of SKIMS.

The first batch of BSc Nursing joined SKIMS in 1981. The then Principal, Nursing Education SKIMS, and the B.Sc graduates, started General Nursing & Midwifery (G.N.M) three years & six months program, affiliated to Punjab Nurses Registration Council, and Indian Nursing Council Examination & Registration Board, first of its kind in J&K State.

To reach the goal of Health for All by 2000 AD, the JK Paramedical Council Jammu, through the primary health care approach. The Indian Nursing Council (INC) changes the syllabus of the GNM course in the year 1986. The revised syllabus was followed by the department of Nursing Education SKIMS in 1990. The basic qualification was changed from matriculation to 10+2 preferably with science subjects. In 1994 again the basic eligibility criteria were changed 10+2 with science subject with a minimum of 50% marks. In this way, there have been transformations brought by JK Medical Council Srinagar.

Changes in the Nursing Course in JK

The Department of Nursing Education of SKIMS has started B.Sc (Post Basic) 2 years program in 1995. Besides G.N.M & Basic Programme, the Department of Nursing Education of SKIMS has provided clinical specialization to male students in various specialties e.g. cardiothoracic, neurological, oncology & operation theatre nursing in lieu of midwifery. The SKIMS Department of Nursing Education has performed well to raise the standard of Nursing Education in J&K. With the start of the distance education program of B.Sc (Post Basic) by Indira Gandhi National Open.

University Delhi, Nurses of J&K have registered for the program & few have completed the degree course of IGNOU, while on their job. There is a great increase in the number of young girls with good attitude & good background who join the nursing course at  GMC Jammu now, as in other parts of the country. The migration of nurses because of the present turmoil to seek employment outside the state together with inadequacies of sanctioned posts cause a perpetual shortage of practicing nurses in both hospital & community situations. Nursing education in J&K has undergone a number of changes during the last twenty years.

Basis of Selection

The selection for admission to various nursing courses in Government Medical College, Jammu is on the basis of the Academic merit of 10 + 2 (PCB) with Biology. The council releases the merit list of the candidates on the basis of their class 12th marks.
