UGC Guidelines 2020: The UGC has rejected the decision of the State Universities to cancel the exams. The HRD Minister has made it confirmed that the University Exams are not canceled. The Exams will take place by the end of 30th September 2020. Delhi University has canceled all the exams of DU State Colleges and Universities. Our HRD Minister, Ramesh Pokhryal Nishank has released a revised UG Guidelines for University Exams 2020 with Standard Operating Procedure to conduct the Final Year Exams. The Minister on a recent live session via Twitter has also announced that the JEE Main Exam will take place from 1st to 6th September 2020, JEE Advanced on 27th September 2020, and NEET 2020 to take place on 13th September 2020.

- UGC has declined to the decision made by the State Universities of canceling the Final Exams. Strict action can be taken. All the Universities must follow the UGC Guidelines. “As per the UGC Act, State governments cannot take this decision. Unlike school education, which is on the State list, higher education is on the concurrent list. UGC and AICTE (All India Council for Technical Education) directives have to be implemented. It is there in the act,” The Hindu quoted HRD Secretary Amit Khare as saying.
- Diploma Exams in Odisha to be conducted online. The exam is expected to take place between August 1st to 20th August 2020.
- Delhi Government has decided to cancel all Delhi State University Exams including the final exams due to COVID-19. The degree will be awarded on the basis of evaluation parameters decided by the Universities. The Final Year Exams of DTU has been conducted in online mode.
- UGC along with MHRD has released Standard Operating Procedure to conduct Final Year Exams. The exam will take place by 30th September 2020. This SOP was released after receiving a lot of criticism from the students protesting on Twitter with hashtags, Students Lives Matter, Cancel Final Year Exams.
What is the Standard Operating Procedure (SOP)?
- According to the Newly Released SOP, the Admit/Identity Cards will be treated as the pass for the movement of the students. The State Government must issue these movement passes to all the Invigilators and Local Authorities, and personnel engaged in the conduct of the exam.
- The Examination Hall must be disinfected properly with proper sanitization. Liquid Handwashes and Sanitizers will be provided at the entry and exit gate, observation room, etc. of the exam hall.
- Thermal Checking will be done at the Staff Entrance Point. Masks and Gloves are compulsory for each and every staff.
- The seating area of the candidate will be sanitized after each and every session of the exam. Washrooms will be sanitized as well frequently.
- The staff will have to fill a self-declaration form regarding their health status before entering the exam area. If the function fails to meet the form requirements or the thermo gun check, then he/she will be told to leave the premises immediately.
UGC Guidelines: Why University Exams are canceled?
This year, the University Entrance Exams and Semester Exams have been delayed due to nationwide lockdown due to COVID-19 outspread. Due to this situation, all the Government, and Private Institutions/Universities, and College Exams and Admission processes have been delayed. Revised UGC Guidelines 2020: Highlights

- The Terminal/ Final Year Exams will take place at the end of September 2020.
- The University can choose any mode (Offline/Online) of conducting the exam as per their feasibility. Recently, Delhi University has decided to go for Open Book Examination for the Students. Whereas, BPUT is conducting the exams online. Check out the BPUT Exam Schedule.
- Students with Backlog Papers have to attend the Examination in any mode in order to evaluate their performance.
- If in case, a student is unable to appear the Terminal/Final Exam conducted by the University, then he/she will get an opportunity to take a special examination. This special exam will be conducted by the University as per the feasibility. However, this provision will be applicable for the current academic session as a one-time measure.
- As far as the Intermediate Exams are concerned, there are no changes in the guidelines. The same will be followed as released on 29th April 2020.
- For any Specific University/Institution, the relevant information regarding the changes in the admission process or semester exam will be issued separately replacing the previous UGC Guidelines.
UGC Guidelines for University Exams: Summary
So, in short, to help the students to understand much better, there have been no major changes. Only the exam schedule has been postponed. The revised dates will be available soon as per the COVID Outbreak situation. Currently, six states have canceled their University Exams.
